Precalculus is nothing more than an extra year of algebra. I have found many students are fearful of taking precalculus because of the word calculus. If there is a good foundation of algebra then precalculus is just an additional step. Many schools teach precalculus in conjunction with trigonometry and it may be called precalculus.
